NOTICE OF REGULAR MEETING

In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of the Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 7 p.m., February 19, 2026.

***NOTICE TO THE PUBLIC***

The following agenda items will be discussed, considered and action taken as appropriate:

***Public Comments***

Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and comments are limited to 5 minutes per agenda item.

1.                  Call meeting to order and establish a quorum

2.                  Invocation & Pledge of Allegiance

3.                  Roll Call of Departments

4.                  Public Comments/Announcements

5.                  Consider and approve minutes of previous meetings.

6.                  Consider and approve monthly financial reports.

7.                  Consider and approve monthly Payment of Bills.

8.                  Consider and approve any revenue transfers among District accounts.

9.                  Consider and approve monthly financial reports & RMS reporting from District VFDs.

10.              Consider and possibly approve communications/technology improvements and repairs in the District to include but not limited to: back-up antenna and coax for Laneville tower; mini-split A/Cs for Laneville tower; fencing for Laneville tower

11.              Consider and possibly approve replacement tires for the Crims Chapel tender at a cost of $5,298.28

12.              Consider and possibly approve reimbursement to the New Salem VFD for 2 sets of bunker gear at a cost of $8,703.46

13.              Consider and possibly approve reimbursement to the Carlisle VFD for repairs to Engine 2 at a cost of $2,594.48 (department paying $3,000.00)

14.              Consider and possibly approve a maximum not to exceed cost for the moving a donated water tank from Waskom, piping of tank to Minden-Brachfield water supply; and any other associated costs

15.              Consider and possibly approve providing 2 fire hydrants to the Minden-Brachfield Water Supply

16.              Consider and possibly approve adding to tender ISO list low level strainer for current tenders in delivery and all future tenders

17.              Consider and possibly approve date for Strategic Planning Workshop in March

18.              Consider and possibly approve issuing a Quitclaim Deed to the City of Henderson returning property to the City of Henderson due to misrepresentation of Gift Deed property to the Rusk County ESD #1

19.              Consider and possibly approve cost share with Crims Chapel VFD on VFIS grant for extractor at a cost of $738.00 plus shipping and freight with direct payment to the vendor

20.              Consider and possibly approve the emergency replacement of the generator at the  Reklaw VFD

21.              Consider and possibly approve assignment of the two rapid response engines on order with Siddons-Martin

22.              Consider and possibly approve repairs to the generator at the Eastside VFD at a cost of $2,505.07

23.              Consider and possibly approve reimbursement to the New London VFD for items not covered under grant reimbursement in the amount of $675; replacement of failed hose in the amount of $684; and bunker gear for new members at a cost of $5,519.20 for a grand total of $6.878.20

24.              Consider and possibly approve 2025 Annual Report given to the Rusk County Commissioners Court on February 3, 2026

25.              Consider, discuss, and possibly approve increasing annual funding to the Elderville-Lakeport VFD to $60,000.00 per the request of Chief Harding

26.              Consider and possibly approve any requests from the Rusk County Firefighters Association committees for funding assistance

27.              Consider and possibly approve submission of annual Special District Report to the Texas Comptroller’s Office

28.              Adjournment
