NOTICE OF REGULAR MEETING
In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of the Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 7 p.m., November 20, 2025.
***NOTICE TO THE PUBLIC***
The following agenda items will be discussed, considered and action taken as appropriate:
***Public Comments***
Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and comments are limited to 5 minutes per agenda item.
- Call meeting to order and establish a quorum
- Invocation & Pledge of Allegiance
- Roll Call of Departments
- Public Comments/Announcements
- Consider and approve minutes of previous meetings.
- Consider and approve monthly financial reports.
- Consider and approve monthly Payment of Bills.
- Consider and approve any revenue transfers among District accounts.
- Discuss and consider Commissioners' terms of office expiring at year end.
- Consider and approve monthly financial reports & RMS reporting from District VFDs
- Consider and possibly approve communications/technology improvements and repairs in the District, including, but not limited to: MOA with Christus EMS
- Consider and possibly approve change order on Laneville VFD brush truck in the amount of $41,458.62
- Consider and possibly approve discontinuing annual stipend of $2,500.00 to Chaplain Stacie Horne (hourly rate of $25.00 per hour, mileage, and expenses will continue under original Board Approval)
- Consider and possibly approve increasing annual payment amount to the Henderson Fire Department to $60,000.00
- Consider and possibly approve any requests from the Rusk County Firefighters Association committees for funding assistance.
- Consider and possibly approve cost share with the Henderson FD for repairs to the county engine in the amount of $3,411.04.
- Consider and possibly approve cost shares with the Church Hill and Crims
Chapel VFDs for rescue tools under TFS grants (Church Hill cost share
$19,649.25 & Crims Chapel cost share $19,679.08) Direct payment to vendors
with departments reimbursing ESD $25,000.00 each from grant funds - Consider and possibly approve reimbursement to the Church Hill VFD for a chop
saw and blades in the amount of $1,410.98 - Consider and possibly approve a cost share with the Church Hill VFD on a
possible PPE grant in the amount of $2,583.40 contingent on receiving grant in
the amount of $25,000.00 - Consider and possibly approve reimbursement to the Laneville VFD for one set of
bunker gear in the amount of $4,572.31 - Consider and possibly approve cost share with the Laneville VFD on a PPE grant
with cost share to the ESD in the amount of $2,763.91 with ESD direct paying
vendors and department reimbursing ESD $25,000.00 in grant funding - Consider and possibly approve replacement of the Kussmaul connector on ESD
truck. - Consider and possibly approve cost share with the Reklaw VFD on TFS Rescue
tool grant. - Consider and possibly approve reimbursement to the Reklaw VFD for Fire
Academy cost not covered under TFS at a cost of $1,350.00 - Consider and possibly approve reimbursement to the Reklaw VFD for failed hose
at a cost of $6,996. 72 - Open Bids for the New Salem VFD station construction project and read final
amounts aloud and log amounts. No action to be taken at this meeting. - Consider, discuss, and approve annual report to TDEM as required by State Law.
