NOTICE OF REGULAR MEETING
In compliance with the provisions of Chapter 551, Texas Government Code, notice is hereby given of the Regular Meeting of the Board of Emergency Services Commissioners of Rusk County Emergency Services District No. 1, to be held at 1515 Whippoorwill Ave., City of Henderson, Texas, at 7 p.m., October 16, 2025.

The following agenda items will be discussed, considered and action taken as appropriate:

Any member of the public that wishes to make a public comment must request to be called on prior to the meeting. Requests shall be made to the Secretary/Treasurer of the Board, Gloria Dooley, and comments are limited to 5 minutes per agenda item.
- Call meeting to order and establish a quorum
- Invocation & Pledge of Allegiance
- Roll Call of Departments
- Public Comments/Announcements
- Consider and approve minutes of previous meetings.
- Consider and approve monthly financial reports.
- Consider and approve monthly Payment of Bills.
- Consider and approve any revenue transfers among District accounts.
- Consider and approve monthly financial reports from District VFDs.
- Consider and approve Quarterly Investment Report
- Consider and possibly approve any pending items regarding the training facility
- Consider and possibly approve communications/technology improvements and repairs in the District, including considering approval of mapping for use with assisting agencies; Michael Searcy attending TxWarn meeting in Houston and reimbursing him for expenses; purchase of one 32 BG laptop memory kit to divide among two laptops for ESD use
- Consider and possibly approve quote for installation of skid unit for the Eastside VFD contingent on department receiving grant for skid unit
- Consider and possibly approve reimbursement to the Church Hill VFD for winch purchased for brush truck at a cost of $803.16
- Consider and possibly approve amending of the Laneville VFD 2025/2026 budget to include cost share on rescue air bag kit as well as rescue tools contingent on department receiving grant for rescue tools. Items cannot be purchased or ordered unless grant is received.
- Consider and possibly approve reimbursement to the Mt. Enterprise VFD for handouts for fire prevention week at a cost of $488.20
- Consider and possibly approve reimbursement to the Rusk County Firefighters Association of $449.78 for handouts for the annual Syrup Festival
- Consider and possibly approve Preventive Maintenance contract for ESD generator
- Consider and possibly approve increasing the allowance on bunker gear
- Consider and possibly approve reimbursement to the New London VFD for costs of fire academy for Sidney Tanner Riley in the amount of $2,862.12
- Consider and possibly approve reimbursement to the Mt. Enterprise VFD for repairs to brush truck at a cost of $3,365.00
- Consider and possibly approve quote on rescue tools from the Eastside VFD contingent on awarding of grant. Items cannot be purchased or ordered unless grant is received.
- Consider and possibly approve reimbursement to the Carlisle VFD for 2 Vetter Rescue set and 3 valves at a total cost of $11,062.34.
- Consider and possibly approve cost share with the Carlisle VFD on TFS Grant for rescue spreader at a cost of $32,560.00. Direct payment to vendor requested with department reimbursing ESD $25,000.00 from grant funding
- Consider and approve election of ESD Board Officers for 2025-2026
- Discuss required training hours for commissioners
- Discuss and consider attendance at Texas State Association of Fire and Emergency Services District (SAFE-D) Annual Conference on January 29-31, 2026 at the Henry B. González Convention Center in San Antonio, Texas

The Board may retire to Executive Session any time between the meeting’s opening and adjournment for any purpose authorized by the Texas Open Meetings Act, including but not limited to: consultation with legal counsel (Section 551.071 of the Texas Government Code); discussion of real estate acquisition (Section 551.072); discussion regarding a prospective gift to the District (Section 551.073); personnel matters (Section 551.074); and/or deliberation regarding security devices or security audits (Section 551.076 and 551.089).
Action, if any, will be taken in open session.
